"Good" Police Work?

In California a member of our armed forces was gunned down, by a crazed cop. There was two officers and one of them told him to get up. The other officer didn't like that and shot Senior Airman Elio Carrion three times. Why do we see these unusual stories about police over reacting. I can't tell you how many children and senior citizens I have read of being tasered by police(not all of them survive either, nonleathal weapon? I think not).
